Are You Eligible?
Status In Canada
- Is a Canadian citizen, or
- has Canadian permanent resident status, or
- is legally entitled to work in Canada
Essential Service Workers
Are you an Essential Service Worker listed in the RMOW Housing Agreement:
- Medical workers, including paramedics and ambulance workers;
- Employees of the Whistler RCMP;
- Employees of the Whistler Fire Rescue Service;
- Utility works and road maintenance staff;
- Teachers and daycare workers;
- Transit bus drivers; and
- Other Employees in similar positions if requested by the WVHS and approved by the RMOW.
Social Service Agency
Have you been referred by a Social Service Agency listed in the RMOW Housing Agreement:
- Whistler Community Services Society,
- Sea to Sky Community Services Society,
- Zero Ceiling Society of Canada,
- Ministry of Children and Family Development ,
- PearlSpace (formerly Howe Sound Women’s Centre Society), or
- Other organization if requested by the WVHS and approved by the RMOW.
All applicants must be a Whistler Employee
- An individual who is either employed or self-employed for an average of at least 30 hours per week on an annual basis by a Qualified Whistler Business; and
- Or a “Retiree”, an individual who is at least 55 years of age and who has ceased full-time employment (such that they work less than 30 hours per week) and was an Employee for a qualified Whistler business at least 10 of the 12 years immediately preceding the date on which the individual ceased full-time employment (social service agency client applicants only).
Social Service Client means: an applicant who has been referred to WVHS by a local non-profit or government agency in the Sea-to-Sky area that provides community social services to support the health and well-being of Whistler residents.
Whistler Employee is defined as per the RMOW Housing Agreement.

Application and Income Documents Checklist
- Fully completed & signed Housing Application form
- Disclose all household members
- Government-issued personal identification, including driver’s licence, BCID card, British Columbia Services Card, or other approved identification
Confirmation of
Employment
If you are employed:
- Most recent paystub from a Qualified Whistler Business; or
- Recent dated Letter of Employment from a Qualified Whistler business that includes:
- Average number of hours worked per week, or
- Total number of hours worked year to date and
- Name and contact details for the employee’s supervisor
Confirmation of
Employment
If you are self-employed:
- Valid RMOW Business Licence; and
- An office or premises that are physically located in Whistler; and
- Permitted use under the municipality’s zoning bylaw; and
- The business must primarily and directly service Whistler residents, Whistler homeowners, Whistler business or Whistler tourists, and, either:
- For commercial (non-residential) premises, provides services within the RMOW boundary; or
- For a home-based or mobile business, have more than 75% of business income from Whistler local residents, tourists or Whistler local businesses.
Confirmation of Eligibility
Retiree:
- Government ID (for age confirmation)
- Proof of past employment for 10 of 12 years immediately preceding the date on which the individual ceased full-time employment
- Proof of Canadian citizen or has Canadian permanent resident status
Confirmation of
Income
- Most recent tax documentation including:
- Income tax returns (T1 General Tax Form)
- Notice of Assessment
